Who can make an offering at a Dedicated Sanctuary?
Any player present in the territory can make an offering at a Dedicated Sanctuary while that character's Favour token is face up, not only the player who built it. The token then flips face down until the end of the Season, so each sanctuary can be used once per Season, by whoever gets there first. Offering is itself a Season action, so you cannot also play a Sanctuary card the same turn.
