Does Streng's Resolve work after another player's attack, or after Hills ignores my attack?

It only triggers after your own Attack maneuver. If Hills ignores your attack the maneuver was still performed, so you still gain the Deed. Players also read it as replayable if Stone Circle returns it to your hand while the window is still open.
