How do Eriu and Nuada Silverhand place clans?

Eriu lets you place at most one clan in each territory where you are present that has a Sanctuary, however many Sanctuaries it has, and the placement is optional. Nuada Silverhand gives one clan per opposing colour (player), not per opposing clan.
