When does a clash start, and is it mandatory?
The rulebook's Clashes section defines when a clash occurs, and forum replies agree on the symbol being decisive.

A clash starts when clans are moved into a territory that holds opposing clans, or when a card with the clash symbol says it starts one. If a card with the clash symbol moves your clans into an opposing territory, the clash is mandatory and you cannot opt out alone. Every player with exposed clans can agree to end it straight away. Players merely sharing a territory without anyone moving in is not a clash, and placing clans (for example with New Clans) never starts one.
