When does the Highlands card take effect, and what does it change?
It takes effect at the start of the Resolution step, after the Citadels step, and makes the chosen player the one who takes the first maneuver. It can name the player who played it. The designer says it does not change who the instigator is (the English wording that says otherwise should not), so the instigator still cannot use Citadels, and community replies say the Festival loss stays with the player who initiated the clash.
