When a clash starts in a territory with the Festival marker, who loses a clan?
The rulebook says the player who initiated the clash immediately loses a clan.

The player who initiated the clash loses one clan immediately, before the Citadels step. This happens even if everyone agrees to peace, even if the initiator's only clan is lost, and Highlands does not change who pays. With The Morrigan, the player who plays the card (not the named instigator) pays, if they have a clan there. If Geis cancels the card, no clash starts and nobody loses a clan; a Fili in the territory prevents the clash and so the loss.
