The designer ruled that Geis may be played against Scouts and Spies after the hand was seen.

Yes. The designer allows Geis against Scouts and Spies even though the cards were already seen, because the movement is only declared after the look. As a general rule Geis may be played after decisions are stated but not after the game state has changed. Scouts and Spies starts a clash only if you actually move at least one clan.
