How does Salt Mine work if I have no Action cards, and how does Iron Mine treat an opponent with none?

Salt Mine: you take one random Action card from the opponent, look at it, and give one back, which may be the card you took, so it works even with an empty hand. Iron Mine makes the target lose both an Action card and an exposed clan; if the target has no Action cards it simply has no extra effect.
