When the Utopians' draw deck empties, when do I take Unrest and does it count toward my hand?

Take the Unrest as soon as the draw deck is empty and you need a card. It counts as a drawn card, so if it brings you to 5 you stop drawing. Each time the deck empties, you take Unrest again.
