Do Utopians flip their state card, and can they play Barbarian or Empire cards?

They start Barbarian and don't flip it like others; their journey card (Gates of Shangri-La) changes their state. Acquiring is always allowed; playing an axe card needs Barbarian and a crown card needs Empire.
