Do I have to be able to do everything on a card to play it?

No — resolve as much as you can and skip parts you can't do, except costs. For 'do X to do Y' you must be able to do X (and the Y part is not done if X fails). A MAY effect is optional. Flood is a special case: you can play it and sink just the Flood card if you have no region to sink.
