If I cycle during another player's turn, where does the exhaust token go and when is it removed?

Question

Accepted Answer

Reshuffling is resolved immediately even on another turn. The token goes on the nation deck (Barbarian) or development area (Empire) and comes off at your clean-up. Only the deck-cycle develop uses the token.
