If a bot action says to discard 2 cards but only 1 remains, what happens?

Do as much as you can and stop; if the line changes nothing, move on to the next icon. The bot reshuffles only during clean-up, so it ignores a discard when its draw deck is empty. 'Top card' and 'top card if able' work the same for the bot.
