How do Arthurian quests work?

Impending quests are the cards in your development area. Using the solstice ability on King Arthur's Court garrisons one of them (your choice, except the Graal) and makes it your single active quest. Morigena or Myrddin Wyllt then gain the active quest into your hand or discard pile. The Graal can become active only when no other impending quests remain.
