When I take my accession card, what happens to the exhaust token?

Taking it moves an exhaustion token from your state card into the empty nation deck space. As written in the Legends rulebook, that means you could still develop on a second reshuffle that turn, but the designer says the intent (made explicit in the Horizons rulebook, where the development area is exhausted instead) is that you cannot.
