What if I cannot legally place my Queen Bee by my fourth turn?
The designer answered this directly in 2011.

That cannot happen in a correctly played game. The designer said a player always has a legal Queen placement by turn four, so a reported block means an earlier move or placement was illegal. A player who has no legal move at all simply passes.
