Can I place a new piece into a hole that is surrounded and that it could not slide into?
The designer answered this directly in 2005, and the rulebook's Freedom to Move note says the same.

Yes, as long as every piece touching that space is your own colour and the placement is otherwise legal. The sliding rule (Freedom to Move) applies only to moving pieces, not to pieces being introduced.
