Do I have to place all my pieces before I can start moving them?
The rulebook says moving is allowed after the Queen is placed and that winning without placing all pieces is possible.

No. Once your Queen Bee is placed you can move a piece on any turn, even with pieces still in your hand. You can also win without placing every piece.
