Yes. Being surrounded does not stop the Pillbug, because the lifted piece goes over the Pillbug rather than sliding out along the ground. The restriction is only about gaps between stacked pieces on the upper level. The German translation of the rule reads as if surrounded pieces were excluded, but that is a mistranslation.
