Can a Queen Bee covered by a Beetle (mine or my opponent's) still be surrounded and lose?

The designer answered this in 2006 and a reported conversation with him in 2008 says the same.

Yes. The six spaces around the Queen count whatever is stacked on her, so a covered Queen loses once they are filled, and the covering Beetle's colour only changes who can place next to her. Covering your own Queen does not protect her, and a Beetle on the opposing Queen does not win by itself; it just immobilises her.

“No. it’s only for placing purposes, you are able to place your pieces around the queen and if you completely surround the queen you win.”
