Can I spend my last money card?
No rule forbids it, and several players agree; the rulebook doesn't address it explicitly.

Yes, nothing forbids it. But you will then have the least money and be cast out, so you can't win. You are never forced to spend, since you can pass and take a disgrace card instead.
