Should the Capitalist pay off Loans before the end of the game?

Each unpaid Loan costs the Capitalist 5 VP at game end, and paying one off costs 50 from Capital. Each Pay Off Loan action clears only one Loan, so with several Loans start in round 4 rather than leaving them all for the last round.
