Can the Capitalist raise wages to dodge a Strike and cut them later in the round?

Not reliably. Raising a wage commits the workers there, and committed workers' wages can't be lowered, so you can't raise it just to block a Strike and cut it again. The designer agreed the trick is possible in theory but said it is rare in practice, since many workers are already committed and the Working Class acts first next round.
