In Public Opinion Polling, do players declare their votes before the cubes are drawn?

No. The cubes are drawn first, then the card player decides whether to call the vote, and only then do the others declare. If the cubes are unwelcome, they go back to the bag and the Bill is resolved normally in the Elections Phase.
