The three starting public companies (Health, Education, Media) go face-up in the first row; the rest are face-down in rows two and three in the same order. 2-player games use the two-dot starting companies and 3-4 player games use the three-dot ones, while Capitalist and Middle Class starting companies are the same at every count.
