What does Provide mean on State cards, and where do provided items go?
The rulebook's State section defines Provide, and the designer confirms provided cubes come from the supply.

Provide places the item (resources, money or voting cubes) in the receiving class's State Benefits area; the player collects it later with Receive Benefits, which gives the State 1 VP. A plain give or spend is different: give hands items straight to a player, spend sends them to the supply. Only the Provide keyword triggers the benefits box. Voting cubes provided come from the supply.
