If your Prosperity value is lower than the number of fully operational companies (every slot filled, including any Working Class employee slot), you gain 1 Prosperity free and score its VP. At the top of the track the comparison uses the value printed on the space (7), not the step number. If your Prosperity is equal or higher, you gain nothing.
