Either listed class can trigger an event as a Free Action (trigger icons are OR), which uses that Free Action, and the effect applies to every class named (effects are AND), whoever triggered it. A requirement is checked when the event is revealed or triggered, not later in the round. An event that triggers on reveal checks its requirement only at that moment.
