The proposer always gets 3 VP when the bill passes. Every other supporter gets 1 VP only if one of their cubes was drawn or they spent 1 Influence on the winning side. With a unanimous vote the five cubes are still drawn and Influence can still be spent, so players can simply be asked whether they will pay an Influence for the point. The State can earn its point the same way.
