You need at least 2 more unemployed Workers than open slots for your class; count every open slot regardless of skill or color, including slots in Middle Class companies that already have their Middle Class worker. It is discarded when someone builds a company and assigns your Workers there so the condition no longer holds. If it remains until Production, you gain 1 Influence and the others lose VP.
