It supports a Bill that moves the Policy exactly to, or closer to, its desired position and opposes any other Bill, including one that moves it past or away (for example Radical Reforms). It spends Influence only if that could change the result, and each proposed Bill is handled separately. Decide how much of your own Influence you commit first, then work out the Automa's spend.
