Yes. A card that names a Basic Action follows all of that action's rules and limits except the changes printed on the card. For example, a card that allows a Bill on a Policy two steps away does not thereby allow an immediate vote, and a card that says to Propose a Bill still lets you spend Influence for an immediate vote. Cards that don't name a Basic Action don't use it.
