Can I rearrange or turn a card to signal it is safe to discard, or because of a card someone just drew?
Players broadly agree, though the rulebook does not mention it and some groups accept it.

No. Using card positions or orientation to pass on information outside the clue action is generally treated as cheating. Moving cards only to record clues you received is fine.
