How do you fill the bonus tile market at setup, and when are more tiles added?

Use "B" tiles only. Fill the first row and then the second, starting beneath your player-count sign, and stop at the space left of the bonus tile market token. That gives 3, 5 or 7 tiles depending on player count. After setup, tiles enter the market only through the Foresight B step at Wellington, always in the row holding the token.
