You pay the normal storehouse costs, including any harbour fee. The distance is the debated part: the card text says three spaces, but the appendix example shows valid harbours only up to two spaces away because placing the storehouse itself uses one movement step. Most replies follow the example, so about two spaces for Set 5. A minority read the wording literally as three. No official ruling.
