Can you place a storehouse or disc on a harbour with ship movement, and does it end the move?

Yes. Placing a storehouse or disc costs one movement step and ends that move action, so any leftover movement is lost. If your ship is already on a harbour space and has at least one step, you can place without moving. A disc only goes where the harbour takes discs. On a double sail action, a placement ends the move too, but passing through a harbour does not.
