When do I get a guest's victory points and reward: when the order is complete or when the guest moves into a room?
The designer said so directly and the rulebook describes the same sequence.

Only when you move the guest into a room. Completing the order just makes the guest ready; the printed VP and the reward come as the guest enters a room of their colour, and the guest is then discarded. If no matching free room exists, the guest waits in your Café and nothing is paid. Staff bonuses worded around completing an order (Groom, Stableman, Masseuse and similar) are also paid when the guest moves into the room.
