How do I prepare my three starting rooms?

Start with the bottom-left room, then add up to two more Room tiles, each orthogonally adjacent to a tile you already placed and on a space of the same colour. You pay the printed cost of the row you build in, so ground-floor rooms are cheap and higher ones cost money. You do not have to build strictly left to right.
