Once everyone else has taken two actions or passed, the player with the lowest visible Turn Order number removes exactly one die, rerolls the rest, and then takes a turn or passes again. The removed die goes in the dustbin and returns next round. Passers who follow do not reroll again unless another pass starts a new cycle.
