Can a group's Occupancy Bonus be scored again if I lose and refill its rooms?

No. Each group pays its bonus only once, when its last room is turned, and you keep it even if rooms are later removed. Occupied rooms cannot be removed mid-game by the base Emperor penalties, so repeats are not a normal route. A 2015 publisher reply suggested a group could pay several times with older Emperor tiles; the current rulebook and later publisher ruling say only once.
