The rulebook says additional actions other than the die boost can be repeated any number of times; a 2015 publisher reply confirms goods can be split among guests.

As often as you like during your turn. Each payment of 1 krone moves up to three dishes or drinks from your Kitchen to guest orders, and you may split them among guests. Only the 1-krone die boost is limited to once per turn.
