When an Emperor penalty shows two options, can I choose, and what if I can't pay either?
The rule changed between printings and no official post settles the older text.

The base rulebook text says that if one option is impossible you take the other. The newer Deluxe wording is stricter: you must take the left option when you can, and the right option (usually lost VP) only when you cannot. Players read the older print as a free choice, so treat this as an edition difference. If you cannot pay anything, you lose VP instead, and VP can go negative.
