Does Rocky End target two enemies, and how does Sharpened Pencil change it?

Rocky End targets one enemy up to 3 hexes away and is a melee attack, so adjacency causes no disadvantage. Sharpened Pencil replaces the original targeting: you hit either the single enemy in range or the three-hex line, not both.
