Does a ranged monster move away from an adjacent character?

Yes, but only if its movement can actually remove the disadvantage, using the least movement and never entering a hazard. If it is Muddled, or cannot get far enough, it stays and attacks at disadvantage. It does not move closer when it can already attack. A monster with a ranged attack followed by a melee attack also steps away, and a Pull can bring you back for the melee attack.
