What does a monster do if it has no valid target or cannot find an attack hex?

It skips abilities it has no target for and, if it cannot reach any attack hex even with unlimited movement, it does not move. A monster only performs abilities on its rolled action, so no move listed means no move. Abilities that do not need a target, such as buffs, still happen.
