Does a monster move if its movement cannot get it closer to its attack hex?

No. A monster moves only if it can end with a shorter path to an attack hex than it had; plans use the current board and turn only. If the path around obstacles is longer in straight-line range but shorter by path, it still moves. It does not stand still simply because range grows.
