When exactly am I exhausted from running out of cards?

At the start of a round, when you have fewer than two cards in hand to play and fewer than two across hand and discard to rest. Cards still in the active area may not count, but you can dismiss one to your hand or discard first. Declaring a long rest that round delays exhaustion by a round.
