Should promo Person tiles replace base Person tiles or be added to the stacks?
The publisher gave both the intent and the tolerance directly.

They are meant to replace Person tiles of the same stack, but the publisher says adding them to the stacks instead is perfectly fine. This also explains why your C and D stacks may hold more tiles than the rulebook lists.
