Can I take a Person tile if I cannot place a clan marker or pay the road cost?
Forum replies agree; the rulebook only requires road costs if you choose a field.

Yes: only the tile's own cost is mandatory, and Douglas offers a free place for your marker. You still keep the Person for scoring.
