Can a Warp Storm be moved more than once in a Refresh Phase?
The rulebook says to choose a storm that has not moved this phase.

No — each player must pick a storm that has not already moved this phase, and storms cannot move onto another storm. Playing two Strategize orders does not give extra storm moves; each event card moves one storm once.
